The hourly wage for this role is between $32.27 and $40.45. Compensation aligns with individual experience.
POSITION SUMMARY
Reporting to the Director of Finance, the Financial Analyst delivers extensive financial evaluation with an emphasis on revenue cycle oversight, budgeting, financial reporting, and regulatory adherence. Principal duties involve assessing financial and operational information, creating financial projections, generating financial statements and budgets, and guaranteeing compliance with regulations specific to Federally Qualified Health Centers (FQHC). This position detects cost patterns and devises methods to enhance reimbursement, aiding strategic projects intended to preserve fiscal health and expansion.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Generate monthly, quarterly, annual, and special request financial and operational reports.
- Evaluate performance indicators, including denial percentages, revenue per visit, cost per visit, and patient numbers.
- Produce reports and management summaries for leadership, delivering practical insights.
- Oversee and assess billing, claims, and reimbursement procedures to detect and rectify problems.
- Perform reimbursement studies to find potential enhancements in service scope, rate establishment, and visit frequency.
- Construct financial projections for FQHC collaborations, covering proposals, pro-forma statements, and contract renewals.
- Partner with various departments to synchronize financial key performance indicators with organizational objectives.
- Aid in formulating the yearly operating and capital budgets.
- Create and sustain financial models for budgeting, forecasting, and extended planning.
- Ensure compliance with all applicable federal regulations and internal control measures.
- Analyze operational key performance indicators particular to FQHCs.
- Oversee the compilation and submission of yearly Medi-Cal reconciliation reports, HRSA Uniform Data System reports, HCAI utilization reports, and Medicare cost reports, including managing audits of filed documents.
- Oversee the compilation and submission of Medi-Cal rate setting cost reports and Medi-Cal change in scope of service cost reports, including audits of filed documents.
- Assist the grants management team with budget monitoring and financial reporting for funding entities.
- Supply financial backing for strategic projects, such as service line growth or value-based care frameworks.
- Perform cost-benefit assessments to validate funding choices and suggest enhancements.

REQUIREMENTS
Training and Experience:
- Bachelor’s degree in accounting or finance from an accredited institution is mandatory.
- At least three years of financial analysis experience within a healthcare environment or FQHC is mandatory.
- Experience with MIP Fund Accounting software is preferred.
- Experience with electronic medical records systems is mandatory.
- Proficiency in Microsoft Office is mandatory.
- Advanced competency in Microsoft Excel is mandatory.
- Experience with revenue cycle management and healthcare reimbursement processes is mandatory.
Knowledge of:
- FQHC operations, including Uniform Data System reporting.
- Federal healthcare regulations and compliance standards.
- Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
- Healthcare finance, covering reimbursement models, cost reporting, and regulatory compliance.
Ability to:
- Process and evaluate substantial volumes of intricate data, interpret complexity, and convert results into clear, actionable suggestions.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS
This is mainly an office-based role that entails only infrequent bending, reaching, stooping, lifting, and moving of office supplies weighing 25 pounds or less. The position demands daily use of a personal computer and involves entering, viewing, and modifying text and graphics on the computer display and on paper.
SPECIAL REQUIREMENTS
Must hold a valid California driver’s license; provide evidence of automobile liability insurance; and have access to a personal vehicle for work-related activities.
